L.A. County wants Ch-15

This from yesterday's CGC newsletter:

The Public Safety and Homeland Security Bureau seeks
comments on fifty-seven applications filed in early April 2007,
and an associated waiver request filed by the County of Los
Angeles. L.A. County seeks a rule waiver to use all frequencies
in the TV Channel 15 spectrum (476-482 MHz) for public safety
communications use. The Comment deadline is February 7, 2008.
KPBS-TV, CH-15, San Diego, is (monitoring) the situation."

The FCC notice states that Entravision Holdings, applicant for a low power digital television channel 14 station in San Diego is contesting this request.

With Channel 15 about to be vacated in San Diego (KPBS-DT will be staying on Channel 30 per the FCC allocation table), why would they care? I doubt that this application will be granted before next February 17 anyway.
