I've noticed that La Kalle(Spanish for "The Street") Has been playing a lot of English CHR Songs. Has anyone else noticed? If so how long have they been doing this? Anyone have any idea why they would?

The first Top 40s in Mexico... in the early 60's... XEOY and XERC, both played a mix of English and Spanish, and the first Top 40 in South America... HCRM in 1964... played Spanish, Italian, French and English CHR hits.
I've been listening to La Kalle for a while, and I haven't heard any music from England on it at all.
Perhaps some of the artists are from England, and I just don't know it.

From the context, it is quite obvious (check paragraph 1 where it says "English language") that we are discussing language, not nationality.
In many parts of Latin America, all English language music is called "anglo" despite the fact that it could be anything from The Superemes to Akon to Miley Cyrus. The term is not accurate, but understood by everyone.

Mega 98.3 in Argentina is one of the very few all-Spanish (language) rock stations. WHile there are quite a few rock stations in Latin America, most play principally English (language) rock with a bit of Spanish language stuff mixed in.

Not a full format, but there's a guy named Ismael who plays mix of rock & reggae "En Espanol". He has a show on both KZSU and KKUP. The KKUP show is on alternating Saturdays from noon to 3, and the KZSU show used to be on a weekday afternoon - I think Wednesday or Thursday - although I can't find it on their schedule right now. Everyone's taste is different, of course, but for me it's one of the most enjoyable shows on radio.

What is the point in playing the english music? Is it to bring in an English-Speaking auidience,or keep Spanish-Speaking people away from English CHRs?

It is because Hispanic CHR listeners historically all across Latin America like a blend of Spanish language hits and English (and other) language ones. It has nothing to do with understanding English; most of the listeners to this kind of station in Latin America know very little English. Simply, the music is popular.
Well, some of my fav ENGLISH artists are Taio Cruz and Jay Sean. I also like La Roux as well as Alexandre Burke. Kings of Leon are alright.
