Wonder why they didn't carry WXIX Cincinnati as well as WTTV?

Both should have been available in that area via microwave at the time.

Evidently they were limited to 12 channels and didn't want to give up WOR or WTBS, or didn't want to jettison WOUB and only have one PBS station. Were cable companies in towns that size limited just to three independents?
