Largest area served by a single cable system

What is the largest area served by a single cable system?
My guess has to be Charter's massive Northwest Michigan cable system. It serves parts of fifteen counties (Antrim, Benzie, Charlevoix, Cheboygan, Chippewa, Emmet, Grand Traverse, Kalkaska, Leelanau, Mackinac, Manistee, Mason (NW corner only), Missaukee, Otsego, Wexford). I feel this system is so massive because there are no out-of-market channels available in most of this vast area. Chippewa County has a slight variation in that CBC a different PBS member station are carried. Manistee County has a few SVC's from outside the market (WBAY, WFRV, WLUK, WZZM), but those were long gone from the local cable system by the time Charter took over.

Charter's system in Upstate SC serves a huge area with almost no change in channels. It serves all of Greenville and Spartanburg Counties, along with pieces of other counties.

Comcast's Garden State Cable serves a large portion of South Jersey out of its Cherry Hill headend.
The way Verizon setup FiOS, each market has a super head end.

I would think that Cox Communications' San Diego system should be mentioned. They cover all San Diego communities south and east of the Interstate 8, while Time Warner has a smaller footprint north of the I-8. Cox also owns most of the cable systems north of the San Diego city limits (former Adelphia systems) in San Diego County.

I don't know if it's considered one franchise or not, but I believe 36 of Rhode Island's 39 municipalities are served by COX Communications.
