Largest city without cable TV

Can you think of the largest (most populous) city without any kind of cable TV service (only satellite)?
 
Carson City, MI has no cable service with a population of 1,093 as of the 2010 census. Carson City is in Montcalm County, which is in the Grand Rapids DMA, but is less than one mile from Gratiot County (Flint-Saginaw DMA) and less than five miles from Clinton County (Lansing DMA). Ironically, the nearby smaller communities of Sheridan (pop. 649), Crystal (unincorporated), Hubbardston (pop. 395), Vestaburg (unincorporated), and Riverdale (unincorporated) all have cable service.
