Largest community without cable service/digital cable

What is the largest community you can think of that doesn't have digital cable (analog only) or no cable service at all?

Carson City, MI (population 1,093; Montcalm County - Grand Rapids DMA [barely]) has no cable service, despite Carson City having McDonalds, Rite Aid, and a hospital.

Sandusky, MI (population 2,679; Sanilac County - Detroit DMA) has analog only cable [https://tvlistings.zap2it.com/api/p...8-11-04T02:00Z&dstOffset=-240&stdOffset=-300], despite having Walmart and many national/regional restaurant chains (Burger King, McDonalds, Big Boy, Pizza Hut, Dairy Queen [with indoor seating, which is very rare in MI], Little Caesars). Sandusky also had Kmart until fairly recently and is the county seat of Sanilac County.
 
Fort Thompson, SD (pop 1282) Buffalo County (Sioux Falls DMA) has a casino and a Family Dollar but no cable. Actually the whole county has no cable
 
For businesses, I would think the availability of broadband internet service is much more important than the availability of cable TV, analog or digital. Do all these little towns have high-speed internet, perhaps through a phone company that's not also in the cable business?
 
Ely, Nevada, which has a population of around 4,000 and is in an orphan county to boot (White Pine County, the county that contains Ely, is in the Salt Lake City market), has no cable service or broadband internet.

Tuba City, Arizona, with a population of between 9,000 and 10,000, doesn't have cable service or broadband internet, in part due to its location on the Navajo Nation, which never allowed cable television service as far as I know.

Beehive Broadband discontinues service

Beehive has been a cable provider here for the past several years, but in the past few weeks letters have been sent out to customers regarding Beehive discontinuing their cable services. We reached out to President, Scott Wilson with Beehive Broadband to confirm this information. Unfortunately the company has decided to discontinue cable services to Ely, McGill, Ruth and Eureka customers.

Due to increasing pricing from TV content providers, necessary maintenance and upgrades needed to the network, it is no longer cost effective for Beehive to continue to provide this product to customers. If you have any questions, they can be reached 24/7 by calling (800) 615-8021. They will continue to offer internet services. The last day of service will be on November 30, 2016 at midnight.

Northeast Nevada is almost de facto part of Utah, right down to the presence of the Church of Jesus Christ of Latter-Day Saints in most NE Nevada towns (Elko, Ely, McGill, and Wells all have an LDS church)
