Las Vegas Signal Question

Ok, I was casually researching the signals around the Vegas valley and I noticed something that to me, seems VERY odd.

102.7 FM KCYE
Has a 96kW license from Mount Arden.

102.7 FM K274AO is licensed as a 250w translator for 105.1 FM KQRT. And it's located right down town.

The FCC database says they are both current licenses and on the air. How does that work? How did these two licenses even both get approved? Does the translator actually even try to broadcast? Anybody who knows the story on this, I would love to hear it!
 
K274AO doesn't actually have a valid license. It was licensed in 1999 for a term that expired 10/1/2005, and there's no record anywhere in the database of the renewal application that should have been filed in 2005 for the 2006-2013 renewal cycle. I'm not quite clear on why it ended up listed as active in the FCC database after that.

In any event, when what was then KSTJ moved from 105.5 to 102.7 around 2000, it made operation of K274AO impossible. Full-power stations take priority over translators.
