Last commercials stations to go full color

Salisbury, MD's WBOC-TV ( CBS ) channel 16 didn't go local live color until 1975 and that was due thanks to getting used color equipment from Baltimore's WMAR-TV.

WCMC-TV(now WMGM-TV), Channel 40 in Wildwood NJ, aired all of its local shows in
black-and-white until about 1981(as WAAT), when they started getting color cameras
and a satellite feed for NBC(they had been getting NBC right off air of Philly's KYW-TV,
which is now a CBS-owned station).

KTVW channel 13 in Tacoma/Seattle had no color capability at all until 1972 -- prior to that, all programming on the station was in black & white. Not just local programming, but syndicated programming was also in black & white.

And that's in a top 20 market.
