I'm surprised that KBAY 94.5 got a 3.0 rating in the San Francisco book. KBAY signal is very static in the city of San Francisco (can't pick up the signal north of Mt. Diablo, Haight & Ashbury, Cole Valley, the Sunset District, the Richmond District). Plus, it's hard to pick up in the North Bay, and Bay Area Inland such as the Tri-Valley (Diablo, Pleasanton ,San Ramon) and the Diablo Valley (Walnut Creek, Concord, Lafayette, Danville). It has a decent signal around Oakland, Berkeley, and up to Richmond. I wonder if the last few book of PPM is mostly South Bay area or the Peninsula area.

Each country and HDHA or HDBA has a specific meter quota and, except for tiny variances due to people leaving and joining the panel, each sampling zone is measured in proportion to its population.

KBAY got a 9.2 in 25-54 in Santa Clara County in the Jan-Feb-Mar books, averaged. Santa Clara County is more than 25% of the whole San Francisco market. And KBAY does very well in the south bay counties (Alameda and San Mateo), making it cover and get huge shares in about 40% of the market... it averages out to the share you saw.
