But because of First Local Service rules, where the FCC and NAB have painted themselves into a corner with capricious, inconsistent and nonsensical rules to prevent more competition from "move ins", the COL has to remain as Elmwood Park. The population served could be dramatically increased in many cases otherwise, without even losing 60 dBu vs. 70 dBu to unincorporated and nearly nonexistent communities, but it has to stay with the First Local Service City of License. Not that Elmwood Park is nearly nonexistent, but many First Local Service "communities" are.I know it doesn’t matter to anyone outside of this board, but if WSCR was put on 96.3, the WBBM-FM calls could slide over to 105.9 and finally put the WCFS (“Chicago’s FreSh”) calls out to pasture.
