Latino/Spanish Format on HD-sub?

With all of the "generic" formats broadcast on the HD-subchannels of CC, Cumulus, and Citadel
FMs, I'm wondering why someone doesn't try a Spanish/Latino format for one of their subs? I know the almighty $ is the primary driver, but with virtually no one listening to HD anyway, it wouldn't seem to be much of a stretch to attempt Espanol on HD. See WLZL in DC (top 10).
