LECOM To Expand WSRQ Into Port Charlotte

I'm confused. Isn't WSRQ is a commercial oldies radio station? How can it buy a non-commercial station below 92.1 on the FM Band? Or is it listener-supported?

Also very odd that WSRQ-AM-FM are owned by a medical college. Although some colleges and universities own commercial stations. WHUR Washington is a commercial Urban Adult station owned by Howard University. WRUF-FM is a commercial country station owned by the University of Florida.
