legal right to receive radio transmissions

hi all, im a newbie hear, and hope someone here has the answer for me.

i remember reading that, i think in 1943, the govt ruled that it was legal for all citizens to receive radio transmissions.
i have friends who disagree.
can someone please find the law or statement for me?

Since the Electronic Communications Privacy Act was enacted in the mid-1980s, it's been illegal to receive cellular telephone calls.

Before that Act, it has been legal to receive radio transmissions, as long as you don't disclose the contents to anyone to whom those transmissions were not directed.

(since broadcasts are directed to *everyone*, it's been legal to disclose the contents of a broadcast... The secrecy provisions were intended to protect the internal communications of businesses, and private telegrams transmitted by radio (i.e., from ships).)
