Letterboxing SD cable channels

On some cable systems, some of the analog channels are now being letterboxed. The Mediacom system in Columbia MO does this with ESPN and some other channels but Time Warner in Kansas City has the analog SD ESPN and other channels in full 4:3 Notice that the "HD" on the ESPN ticker is now gone. What is your local Cable CO doing?
