Level on Orban

Hello!
I have an Orban 8382 and i used with the stereo coder 8218 on FM radio station. I want your help on setting the input level and output.
At the input of 8382, so how should the signal level? By 8382 i give directly to 8218. What should be the level of output of 8382?
When i put to the test of a 8382 a tone with 100% modulation, the level at leds in 8218 must be at 100?
One more thing. What is best to be enabled preemphasis? From audio processor or stereo generator?
maybe my questions are silly but I do not have a lot of knowledge.
 
Input level to the 8382 should be adjusted so the AGC meter indicates about 10 dB of gain reduction on normal program material. Usually these boxes want to see either +4 dBm (more common) or +8 dBm. Do not attempt to adjust using tone. According to the 8218 specifications, you want about +10 dBm out of the 8382, just as a transmitter usually wants to see. As far as pre-emphasis goes, you should follow the standard for your country. Most of Europe is 50 us. Using 75 us will cause the output of a 50 us receiver to have too much high frequency content. You should enable pre-emphasis in the processor, so it will process the enhanced high-frequency content properly.
