Surprised to read this. I thought (Lions fan living in Phoenix) the games were always sold out. Have they always done this 'smoke and mirrors' way to achieve a 'sell-out?'
If by "they" you mean the NFL, yes, they've been doing that for years. Several times, the NFL extended the blackout deadline 24 hours in the Buffalo Bills' home market. I don't know if they were still selling "returned" tickets.
