Radio stations can't do anything. For the most part, they're broadcasting with the maximum amount of power from the best transmitter locations that are available to them. Stations with transmitters outside of Boston aren't allowed to move them closer to Boston due to interference issues with other stations. If it was legally possible for those stations to move to the Pru and transmit (the equivalent of) 50,000 watts, you know they would have already done it.
As you know, the pirate stations broadcasting in Boston are doing so illegally. Legitimate stations would not be allowed to broadcast on those frequencies and from those locations. Just because a pirate station is broadcasting in the city doesn't mean that it would be legal for a legitimate station to do it.
What should be done is manufacturers should start producing some Walkman-style portables with decent tuners! They are all junk! Good quality home and car stereo receivers don't have these problems getting those stations in those areas, only junk tuners like clock radios, boom-boxes, and Walkman-style portables!
The only one that's currently a cut above the rest for FM reception is the Insignia HD Walkman-style portable, available at Best Buy (only) for $50. Have you actually tried one of these? It's the only HD Walkman-style portable on the market as far as I know (though there are some repackages of the same radio elsewhere under other brand names).
Whether or not you care about HD radio, it gets the best overall FM reception (including regular analog) of any Walkman-style radio currently on the market as far as I know. I scanned the dial standing right in Back Bay Boston yesterday at Berkeley and Boylston St., where other Walkman-style radios would be blown away by intermodulation of stations from the Pru. The Insignia got all the stations transmitting from 128 in Newton (90.9, 94.5, 98.5, 102.5, 103.3) not only clearly, but also in HD! The same for 93.7 and 99.7. Those two weren't consistent in every spot I walked in, but you could listen to them. 101.7 was fine.
It was spotty on 99.1 and 99.5, but those stations were not originally meant to serve Boston from their outlying locations (even if their current programming is attempting to). They were originally South Shore and Merrimac Valley stations, and they are not allowed to move closer to Boston due to interference issues with other stations. With the HD radio in Boston you can hear the simulcast of 99.5 on 89.7 HD2 in most areas.
I remember the first Walkman I got around 1981, I think it was the very first Sony Walkman, it was FM only and it got excellent reception for a portable, almost as good as a car or home stereo! It also had separate left and right channel volume controls, Local/DX switch, and two headphone jacks! From there, they all went downhill over the years. The Insignia HD is the best currently available for FM as far as I know. It has no AM, but you can bring along another Walkman for AM.
