LONG TIME PD AND CONSULTANT JESSE RIOS PASSES AWAY

I edited the heading to include Jesse's name. He was responsible for an innovative format for a mostly Mexican heritage population during the time that the PPM was in its final testing stage in Houston. Que descanse en paz.
