Looking for affordable consultant for FM Upgrade Proposal

Greetings,

I am looking for someone with that 'spendy software' 8) who would be able to prepare a simple upgrade study for our station. We are currently short spaced to an underbuilt class C station. I have spoken personally with the owner, who is willing to entertain a voluntary downgrade to allow us to upgrade. I would need a engineering study that exhibits the contour changes, minimal population served impact on their end, etc.

Laramie Mountain Broadcasting LLC (Victor A. Michael Jr.). Vic was our chief at WGR-AM in Buffalo and has gone on to own many stations in the mountain west region. I don't know if he's doing consulting, but if he's not I'm sure he knows someone who will..
