Looking for an inexpensive station

The reality of owning and operating a station nowdays is that everything is structured for either the major radio companies or organizations with deep pockets to be able to do it. You ‘can’ as an individual, but the way things are it discourages most.

You end up having to go to others for money and then at that point start to lose creative ability on your own because they want their interests represented unless magically they align with yours.

Since translators cannot (legally) originate programming, the question is well placed. The call sign they want is of the originating station.
Not true. Translators can legally originate a very limited amount of content (I believe the Rules stipulate 30 minutes per day or per week).
 
Last I read it was 30 seconds an hour to acknowledge financial support for the translator.
You are absolutely correct: "Translators may interrupt the rebroadcast programming for up to 30 seconds each hour to solicit and acknowledge funds used to maintain the translator station. This interval may be broken up into smaller segments, e.g. two 15 second segments. See 47 CFR Section 74.1231(g) ."
