Don Juan said:1.) It's hard to pre-sell when you don't have a track record, unless you are basically giving it away, in which case, it's probably not even worth the effort.
2.) They probably have not even had a sales staff.
3.) There were no ratings to sell..and probably won't be, for what?...another month? (And even then, they are building an audience from scratch...literally starting from zero...so don't expect much from the first year of ratings....especially if there is no outside promotion.)
4.) They have no morning show in place, which is where a majority of their money will be made....and will "anchor" the station locally.
