Low Power FM Options

Here's a question. I am a Pastor of a church in Marion, NC. I love radio, having spent 18 years in the business.

What are the options for a low-power, carrier current kind of station that would cover a local neighborhood of about 3 square miles? I'd do some live stuff from the church, but a lot of simple computer automation. We have a good hill-top location to hang an antenna on the roof or maybe even the steeple.

Having been out of radio for a few years, I'm kind of out of the loop on the technical stuff and FCC rules. Any advice?
 
Part-15 am would probably work or wait til the next LPFM window opens and apply for a station.

Also check out the community radio board under the specialty section of radio-info, there are a lot of knowledgeable
people that frequent that board that can point you in the right direction.
