Low power or pirate station on 102.9 in Phoenix?

Some weeks ago, I was trying to pick up KCDX along the 51 Freeway south of Camelback and found interference from a station on 102.9. To make a long story short, this station seems to be at its strongest right by Phoenix Children's Hospital by the 51 and Thomas and it fades quickly for the most part, although I have picked it up along the Loop 101 in Scottsdale. It plays a variety of stuff, mostly alternative crap, but I have heard Elton John and Billy Joel songs on it. Any clues as to what this is?
 
102.9 will be a future 100-watt LPFM in south Phoenix, but I don't think this is them.

The licensee is Arizona Interfaith Alliance for Worker Justice, and their studios will be at 12th Street and Buckeye.

There are also other future LPFMs, with 102.9 included, and a new full-power FM of some sort:

88.7 Chdr (Arizona Community Media Foundation — listed xmtr site is on I-8 and SR 84??? Would reach Maricopa, CG and Chandler)
92.9 Desert Ridge (Walk and Talk — on Deer Valley west of Cave Creek. Proposed programming is Christian)
102.9 PHX (Arizona Interfaith Alliance for Worker Justice, 100 watts from 12th Street and Buckeye)
105.1 PHX (Godsland Ministries, 11 watts from South Mountain)
106.5 Mesa (Phoenix Community Radio, ??? from McKellips and Greenfield)
107.5 Mesa (Mesa Community Radio, ??? from McKellips and Greenfield, related to 106.5)
107.5 PHX (FALA — Fundación para las Artes Latinoamericanas, 100 watts from 29th Avenue and Camelback)
 
This is old news, This is a pirate station, they have moved to 87.9 FM as of recently.
there transmitting with 150 watts from a location of 3612 North 15th street.

been on the air for almost 2 months now 24/7
just some guy, who put together his own pirate station and having a go at playing DJ.
 
That sounds about right.
