Low Power TV Stations

I was reading an old Chicago Tribune from 1980 (researching something else) and I came about an article on how low power TV stations were to be a thing in the near future.

Does anyone know the first low power TV station, well licensed as "low power" and what year was that?

Any other comments regarding early adopter would be interesting too.
