LP1 question

How do you become an LP1. The LP1 in my market is a joke. They never run the month test correctly, if they do it will be screwed up. How do we get the state to switch it???? Just wondering. I'm told all the time that I like to screw with the competition...but this isn't it. If they are not going to take this responsibility seriously...they need to be removed. Lives could be at risk some day.
