Just to be clear, there wouldn't have been a LPFM auction on the 14th even if there hadn't been a government shutdown.. For two reasons:
- Because the LPFM service is non-commercial, auctions are not used to determine who gets a permit in the case of mutually-exclusive applications. A point system is used.
- There aren't any LPFM applications on file to be evaluated. What was planned for the 15th was a filing window.
I'm sure the window will be delayed. My guess is that the Commission staff will need a few hours to catch up to a few pieces of urgent business. (licenses-to-cover for CPs slated to expire during the shutdown; STAs for stations that suffered antenna/transmitter damage during the shutdown; etc..) And a few days to catch up with the backlog of routine modifications, licenses-to-cover that *aren't* urgent, etc... It may take some time to restart some IT services that were shutdown & verify they're working properly.
My guess as to a timeline (and this is only a guess)...
Assuming the legislation necessary to restart the government passed both houses & was signed on Monday... I would imagine the FCC staff would return to full strength on Tuesday. I might expect it to take the rest of the week to catch up to pending business. Early the following week they could gear up for the LPFM filing window. And I might expect the filing window itself to open two weeks late.
That's strictly speculation.
