For those who haven't already seen this, here's the follow up.

On July 7th, the FCC released a Notice of Proposed Rulemaking asking a
number of important questions about the future of the Low Power FM
(LPFM) radio service. This is the most important opportunity for you to
comment on the direction of LPFM since the service was implemented 5
years ago.
Find the text of the rulemaking here:

Comments are due on August 8th, and you can reply to others' comments,
reply comments due August 22. You can use our handy comment filing tool

drudgerous parts of the FCC's electronic comment filing system at the
FCC.
The Notice invites comments on some of the bigger issues around LPFM. A
key issue is whether low power radio stations should be displaced "at
the whim of a hat"* by full power stations. Comments might explore
whether local low power stations should be able to displace
non-locally-programmed translator stations. And it asks whether low
power stations should be able to be bought, sold, or transfered from one
licensee to another entity. There are also a number of other, smaller
issues addressed in the Notice -- and in general, it is a good
opportunity to tell the FCC anything you are thinking about LPFM.
