Surprise! The window is open, so if you've been working on an application better get it in. Understand that when the FCC's computers were put back on line, they were already programmed to open the window on the 15th. So the window automatically opened yesterday.

Prometheus and some other low power advocates have filed a petition to extend the window, but whether the Commission will or not? Who knows. Next Commission meeting is the 28th, although I suppose they could just extend the close date on circulation...or media bureau could do it under delegated authority. Procedural issue, after all.
 
I have been hearing that the volume of applications so far are coming in very slowly.

Not surprising. A lot of applicants wait until the end of the Window, however, there is no reason to do that this time. The FCC is not posting any of the applications to the CDBS until the Window is closed, so filing on the first day or the last day is all the same. Nobody can copy your application and, on the other hand, there is no way to avoid a collision with another applicant.
