As noted by Rox in post #3, the FM band in Western New York (state) is without exaggeration packed with full power stations licensed to the US and Canada, including Class Bs, a few suburban Class As (92.1 and 101.7), translators, non-coms and religious place holders. It's said 106.9 may be available as an LPFM assignment sometime this year assigned to the south towns, probably Hamburg or Orchard Park to protect first adjacent 107.1 Toronto. 100 watts at 100 feet doesn't cover much, but some local group might want it to promote their cause, or maybe some ex-radio types will get together and prop it up under a IRS 503(c) to serve the south town communities. It wouldn't be a surprise if a megachurch applies. They'd be a half step ahead of the game because they're likely already a non-profit entity. Time will tell.
