LPTV CALLS

Since when does LPTV's have call letters like other stations. KAXT-CA 22 Santa Clara/San Jose used to be K22DD, KFTL 28 San Jose which used to be KBI 30 then KBIT 30 and, another gutless wonder, KMMC-LP 40 San Jose. I know that the CA stands for Class A and LP for Low Power. When did this all start?
 
I want to say it started 10 years ago, but I don't remember the specifics.
