LPTV-Digital Protection

A quick technical Question. I understand Analog protection totally.

We're looking to file an updated LPTV application. How much does an Analog LPTV need to protect digital at the following levels. (The chart in the rules makes no sense to me.)

41db for a full power DTV

51db for a Class a DTV

61db for an Digital LPTV

What can the analog be at these contours. Can someone get me to understand this??? It looks like it should make sense, but I'm lost.
