Once the stations go digital, what is going to happen to the frequency's? For example. New York's 87.7 is now a full fledged station broadcasting. It is the audio signal from a low power TV station. I think in Chicago, when you tune to 87.7 you hear fox 32. Will they be able to broker that signal out for radio?

I think what you're hearing is the Fox station from *Milwaukee* which is on analog channel 6. It will go away next February, Fox 6 is moving to digital channel 33.
There is a permit for a LPTV station, technically licensed to Rochelle, to move to the John Hancock Center and operate on analog channel 6. It could operate as a radio station for awhile if it wished. However it too will have to go digital eventually and when it does it will no longer come in on FM radios.
