Madison Baptist is getting a new LPFM. Or moving their existing one. Or… something.

I saw today where the FCC has granted Madison Baptist Church (which is located, oddly enough, in Madison) a new CP for a new LPFM, on 107.9, licensed to Madison. All of 3 watts from Rainbow Mountain where a few other now-deleted LPFMs once lived.

This piqued my interest because Madison Baptist already has an LPFM on 107.9. That one, WVMB-LP, is practically all the way out in Athens.

At first I thought they were going to create some sort of mini-network with two stations on the same frequency but a few miles apart, but then saw a WVMB-LP STA to remain silent that says, "The station will remain silent until the FCC grants us a new license & our equipment is operational on the new site."

So, is this just some sort of end-run around FCC rules that restrict how far an LPFM can move, or what? I'm confused.
 
Hazard a guess as suggested in the STA filing.
The "Athens" area LPFM license will be turned in. The term "Moved" is used.
New will actually serve the area where the church is located.
You'd have to dig into the applications for both.
 
What they did is totally legal. With the change from CDBS to LMS, there is no longer a "major change" option. Instead, the applicant files for a new station, disclosing their existing station and pledging to cancel their current station license before program testing will be permitted. This is what happened in this case. We noted this in their listing on the REC Window Tracker.

Their construction permit does include the following condition:
Program tests for this construction permit will not commence with the facilities authorized herein until the permittee ceases operation of, and cancels the license of Low Power FM Station WVMB-LP, Madison, AL (Facility ID# 133368). A license will not be granted for this station with the facilities authorized herein until the permittee cancels the Low Power FM station. A certification including the date that the subject facility was cancelled shall be included as an attachment to the application for license to cover this construction permit.
It's all good. No end running (in this case).
