I was wondering if binational broadcasting still owens the
license of XHRM, or if it went to XETRA Communications.

Binational actually never owned the license as they are a US company. Radio Moderna Mexicana held the concession which is now held by Comunicacion Xersa.
The Kaloyan family is not involved with the station in any capacity.

Clear Channel had no ownership and did not set it up. Binational had always been a separate company and existed before Clear Channel or Jacor were in the market.
