I agree. Nielsen should also release the total # of listeners. Not just the slice size.

They do... the public release is either 12+ or 6+ AQH share and cume persons.
 
That's the problem with the horse race numbers Nielsen makes public. We can see whether a station (that pays) gets a bigger or smaller slice. Meanwhile the pie keeps getting smaller. And five minutes a week sets the bar pretty low for cume.

We also see the cume number. And the weekly minimum of being credited for one quarter hour of listening to be included in the cume of a station has been the standard for Arbitron for fifty years.

If it helps, consider that over 80% of the persons 18 and older listen to over an hour of radio a week, so the 15-minute minimum is not a major factor and, in fact, creates results that are not a lot different than they were 50 years ago.
