....One has to wonder if there is life after UPN, especially for a station licensed to Tecate, Baja California, Mexico. I have a feeling they'll survive as a english-language independent, but one has to suspect that Entravision will place a spanish-language network like Telefutura there. Any thought?

I disagree...
Recall that:
KUSI was originally UPN. They dropped UPN, and 49 is was created to handle the station. I believe it is Fox6's sister station.

It would seem to me that, with KUSI already the Independent in San Diego, XHUPN with a limited signal really has no purpose left. It's just my opinion, but the party is probably over channel 49, unless, for some reason, Tribune shuts down KSWB. I have a feeling that won't happen.

The whole idea of having a "limited signal" is kind of a moot point here in San Diego since 80-90% of TV coverage in Dago is through cable TV. CW has stated that KSWB will be their outlet here. As for another Spanish station, the market is over glutted with:

Ch. 3 - XHTJB - Tijuana (IPN/Canal Once)
Ch. 12 - XEWT - Tijuana (IND)
Ch. 15 - TV Azteca (KGTV) - San Diego
Ch. 17 - KBNT - San Diego (Univision)
Ch. 33 - XHAS - (Telemundo) Tijuana
Ch. 43 - Mi43 (Telemundo)
Ch. 45 - XHBJ - Tijuana (Televisa)
Ch. 57 - XHUAA - Tijuana (Televisa 2)

The competition is incredible for a smaller and smaller piece of the pie.

XHFOX Ch 17 in Reynosa, Mexico was created to serve as the Fox affiliate for South Texas. Then the owners decided it wasn't feasible for them to be a Fox station so they dropped the network, switched to Spanish programming and started targetting the Mexican side. That's also a possibility for XHUPN.

If Entravision doesn't assume the operating rights for it and stick Telefutura on it, the present operator could grab Azteca America. No way it stays english and makes a serious go of it. Tribune won't shut down KSWB, simply because it needs the full-power and high-cable position clearance for CW (CBS owns nothing in SD); and there's no sense going with Pax -- er, I-TV...unless you really don't want anyone to watch.

Well Entravision is very chummy with Univision, and having done a hatchet job on El Paso by ditching the english-language programming on the former KKWB-65 for Telefutura, one can see this move as inevitable. But then again with KUSI being a news station, maybe they'll take XHUPN into a regular independent route and hopefully channel the fun vibe that XETV had during its indie years.
 
KGTV has already grabbed the affiliation of Azteca America and is operating a low power station with the signal and is now broadcasting the signal which was formerly San Diego NewsChannel 15.

Anyway, Tribune just finished negotiations for remaining affiliated with the WB (current issue of Television Week).
