Well...historically Trenton and Mercer County have always been able to receive both OTA. When cable rolled out wholesale in the early 80's there, you'd of had a hard time selling the service if you only offered Philly stations ("Why should I buy this, to get fewer channels than with my antenna?"). I lived in Ewing Twp. then, and, being a starving college student, decided to stick with antenna. Remember, in cable's early years there were nowhere near the number of "cable/satellite" only channels.
I believe the reason CATV systems in Mercer carry both cities' stations today is the "significantly viewed" rule. Trust me, every NYC station is "significantly viewed" in Trenton and Mercer County!
