Mexican Broadcasting Rules

Ever since I worked for XEPRS and two Tijuana FMs in the 1970s I've wanted to know about Mexico's telecom law. Specifically, the actual law translated into English.
I just found this very interesting update:


It's a pretty comprehensive article but if someone here knows of a translation of the laws I can't be the only one who would like to know its URL.

I’m looking with English search results, which doesn’t help me find the direct .gob.mx website for the bill’s text.

One thing that does fascinate me (and will need some clarification) is “reduction in foreign interference in media”. Is this to prevent Chinese propaganda from just buying time on Mexican stations or wide-reaching enough that SD-based lessors of Mexican border FMs should be concerned?

I’m assuming the former more than the latter, but considering the recent terse relationship between DC and Mexico City, anything is possible…
