North America. As referred to in the NARBA treaty dealing with radio and the NAFTA treaty dealing with trade in general.

Some sources give Central America the status of a huge isthmus, going from the real isthmus of Tehuantepec in southern Mexico to the Darien Straits in Panama, and others say Central America is just a geopolitical concept and the land mass extending from the western half of Panamá up through Mexico is just part of North America. In any case, geologically or politically, Mexico is in North America.
 
Now that David has verified what was already stated, the discussion can turn back to failed American radio technologies.
