That's likely wobble coupled with the new FM frequency.

Nope. In the case of CC, they have to be a 60 dBu FM fill-in, AM fill-in (100.3), or HD2 rebroadcaster. So, if CC could find the space in a crowded FM band, they could have pretty much as many as they could fit...including a few of their WPB stations in North Broward as fill-ins.

Some of these formats could be new to the area. And to be honest, that would be the easiest way for modern rock to return to South Florida

If you're a non-comm, you can have them anywhere you please. Hence Calvary Chapel's KAWZ having hundreds of them and Minnesota Public Radio formerly owning translators in Sun Valley, ID!
