Remember that the March through now "ratings" (which are actually "shares" and not "ratings") are useless to advertisers as the Persons Using Radio is highly erratic. In any case, agency advertisers don't buy based on share, they buy based on ratings and they buy based on 6 month (or some other long period) averages. And most buys are somewhere in the 18 to 54 spread.

in 25-54 WFEZ and WLYF flip back and forth. Both are in the top couple of stations. So they both get bought.

Radio sales is not like an election. Every station in the top´tier is eligible for ad buys, depending on the demos the advertiser seeks. And for a long time, WFEZ and WLYF have had either a 0.4 or 0.5 rating, so both get bought.
