Publicly released data for subscribing stations age 6+ overall at the link below:

The data release date will be Mon. 8/31/2015.
 
I think some independent stations are missing. Is it still a requirement to buy Nielsen in order to be listed?

To be listed in the publicly released data, you have to be a subscriber. Subscribers and agencies get all stations, whether subscribed or not, as long as they meet minimum audience levels.
