Middlesex-Somerset-Union Radio Ratings

Can someone explain to me how 2 Califorinia stations, KWIZ and XHTY, show up on New Jersey radio ratings and they are not shown as streaming?
 
Both of these Hispanic stations from California and Tijuana do stream.
But it is interesting that they show up in the M/S/U ratings.
 
If the ratings had come from a stream as opposed to over the air, it would have been noted as the "station name + stream" such as occurred with the "WMGQ-FM Stream" that registered a 0.1 share and the "WKXW-FM Stream" that came in with a 0.5 share on the same report.

What happened is that a panelist (or possibly a family of panelists) who resides in the NJ area likely has spent some time in either San Diego North County or southern Orange County in California. Ratings results (whatever and wherever the stations may be) always go to the "home market" in which the panelist permanently resides.

Turns out XHTY-FM had a 0.5 share in the previous December 2011 report, so it's evident that the panelist (or group of panelists) has spent significant time in that area from between the Dec. '11/Holiday '11 survey dates of 11/10/11-1/4/12 - or at the very least was a loyal listener to the stations while there.

I'd imagine if a panelist (or family) relocates on a semi-permanent or permanent basis, Arbitron would either transfer them from one survey area to the other or have them removed entirely.

One participant, or even an entire family shouldn't have that effect on the ratings. That just shows how biased Arbitron can be with diary placement. I'm surprised that HD2 stations don't show up as often as out of market stations. That proves that more people take their PPM on vacation than have HD radios.

If I had a PPM, I'm sure KDWB 101.3 from Minneapolis would have shown up in the Middlesex-Somerset-Union ratings.
