Good question.

Kiss FM (103.7)has been around for over 10 years, while Radio Now (97.3)has come to the format since only Memorial Day weekend.
Radio Now will have some work to do to lure listeners from Kiss FM.

Kiss FM also leans more rhythmic than Radio Now. For this reason, I think Kiss FM goes for the listeners that aren't so heavily into the hip hop of V-100 (100.7).

V-100 also has Jammin' 98.3 to worry about.

I think Radio Now might be going for the women, say 24-35 or so. Like Chicago's Fresh 105.9.

Radio Now also has The Mix (99.1) &, to a lesser extent, B-93.3 on their minds.
 
Well, having seen the Milwaukee PPMs for November 2010, it looks like WXSS must be taking cues from its sister station in Norfolk (WNVZ) because WKKV's ratings have been sliding since the PPMs came into town. Chances are that if 103.7 Kiss FM starts to go full blown Rhythmic, V100.7 will be toast just like Hot 102 was in '94.

As for WRNW, I agree they need work, but its a work in progress and if they want to move up they may want to refocus on who they are actually targeting because WXSS, WLDB and WMYX are way ahead of them and the idea of "protecting" WKKV is hurting that station more than helping them.
