Minor change COX Connecticut

If you have COX in Connecticut and don't use a cable box CSPAN has moved from Channel 21 to Channel 15. If you have a box Channel 15 remains COX Public Access. If you don't use a box COX Public Access is Channel 123.185

Here in Rhode Island they changed thier Spanish Line up from 301 to 350 aprox and moved them to 351 and up.Not sure why they would do that.
I dont understand why public access has to be in the lowest channels.
Here we have on COX

ch 3 and 4 are blank.just snow.13,14 and 15 State interconnect, public access on 17 an 18.

I would move sub channels close to bottom of channels...
