Mispronuncian of names on WBZ

The other day, I heard one anchor refer to Chappaqua NY as" CHO POCK WAH".

If someone in the news is named Manuel,
I hear the anchor say "Manual" as in Owners Manual.

The younger Tsarnaev brother is frequently called Jokar, as if he is The joker.

Are the anchors given phonetical copy to read, because they are perceived as stupid, or are they pandering to a perceived stupid listenership?
