There was talk several years ago to equip personal electronics and even appliances with the capability to receive EAS messages -- the idea never went off the drawing board.

I can imagine it now -- "7 - 7 -", then the screen goes blank for an Amber Alert.
 
But how do you get the Billboard operators to run things like weather emergencies or amber alerts on their privately owned billboards? Some billboard companies run PSA's for unsolved murders or kidnappings

Maybe it's one of the conditions of getting a permit, perhaps?

Here in the Tampa Bay area, Clear Channel in the immediate Bay Area and Lamar in Lakeland display weather warnings on their electronic billboards if needed.
