Do you know if the Libby cable system may have required an A-B-C switch to get all channels? Perhaps A for regular 2-13 channels; B for the "P1" premiums on channels 8, 10, and 13; and C for the "P2" channels on 7-13. That is what it looks like to me.
 
Would have been fun to live in Superior, MT (or Frenchtown MT) at this time. Wonder how many subscribers they had, and how many of those ended up watching Detroit network affiliates over locals (even at 1,550 miles away), except for local news on KECI/KPAX?
And they were all on Anik but scrambled. Perhaps they got permission from the CRTC to broadcast those channels?

The Denver 5 would have been a better option

CANCOM (the company that distributed the Detroit stations) did allow them in Alaska but the US wasnt really allowed

Cancom's services proved popular in the US as well. In 1985, senior vice president Steven D. Comrie struck a controversial deal with US cable operators to deliver Cancom's Detroit signals to remote villages and communities across Alaska. Despite objections from various US copyright holders, Comrie and a group of Alaska cable operators led by Gordon Rock of Seattle, WA, won federal approval for statewide distribution of Cancom's Detroit channels. However, Cancom's foray into the US was stalled when Canadian trade officials were reportedly warned by US authorities that no such exemption would be considered for the lower 48 states.

The Detroit locals probably had some degree of popularity due to Missoula being a short market at the time (no full-time ABC affiliate; KECI and KPAX probably pre-empted some NBC and CBS shows respectively to clear some ABC shows).

There used to be more, especially when the UP was a short market (which was the case until 2003; it only had two stations until 1996).
