MLB Blackout Rule?

The Giants/D'Backs MLB game is on FSAZ (Cox 34) this afternoon (per normal). But it's also on (in PHX) on ESPN2 (Cox 32, a national feed). Isn't our fave cable company supposed to black out the competing telecast (ESPN2) in the PHX area? Or have the MLB blackout rules changed? Somewhat enquiring minds want to know. ;)
 
it depends. I've seen Twins games last year on both ESPN and FSN North with no blackouts

According to the506.com only San Fran requested the blackout

The Arizona Diamondbacks and Paul Goldschmidt host the San Francisco Giants and Buster Posey on April 2 (ESPN2). The game will be blacked out in the San Francisco market.

D'Backs website confirms both have the game

Sunday, April 2 vs. San Francisco 1:10 PM FS-A, ESPN2 Arizona Sports 98.7 FM, KHOV 105.1 (Sp.)
 
Looks like it is up to the individual markets now to choose to blackout ESPN. I haven't seen any broadcast conflicts with FS1 as of yet.
