Most team networks will return the airtime to the local programming. Some teams do interviews of sports guests like the Newspaper guys who cover the team. It usually depends on how long the delay is!

Marlins do a Rain Delay Spectacular for shorter delays which include interviews and calls with players, writers, interesting guests at the game (aka celebrities), and scoreboard updates. If the delay is over 30 minutes, that usually gives way to going back to the local stations with updates every 30 minutes.
red sox usually have their night host or (since they started a few years ago) studio host take phone calls non-stop and give the usual ever-20-minute sports updates until the game is called or starts again. Sometimes this goes on for 3 or 4 hours....must be bored op hell because therey hardly take any breaks
the yankees send it back to the local stations and keep the closed circut feed going with updates and music
the reds have an interactive call-in during rain delays on what is affectionately referred to as the "Banana Phone". The best part is listening to hall of fame broadcaster Marty Brenneman try to stifle laughter or try to hide his disdain for the callers who dial in....
the tail end of closed circuit rain delay mode for the Texas rangers radio network with the countdown to resumption of the broadcast, which includes the rejoin itself
The D-Rays usually will take calls, and we'll also run some of our archived interviews (This year we used interviews with Jim Palmer, Bill Monboquette, and a couple of others that escape me for now) until the game is officially cancelled.
And yes it is board op hell
